The event served as a collaborative platform to exchange experiences, present analytical frameworks, and draw actionable policy conclusions.<\/span><\/p><h3>WEFE Governance Dimensions and Current Challenges<\/h3><p><span style=\"font-weight: 400;\">During her presentation, Prof. Gertrud Buchenrieder, from our project Coordinator, <a href=\"https:\/\/frontagnexus.eu\/meet-our-team\/university-of-the-bundeswehr-munich\/\" target=\"_blank\" rel=\"noopener\">Universit\u00e4t der Bundeswehr M\u00fcnchen (UniBwM)<\/a>, <\/span>examined WEFE governance through three primary policy dimensions:<\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Policy coherence:<\/b><span style=\"font-weight: 400;\"> Assessing whether water, energy, food, and ecosystem policies support common objectives rather than creating contradictions or unintended trade-offs.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Policy coordination:<\/b><span style=\"font-weight: 400;\"> Establishing durable mechanisms among ministries, public authorities, researchers, and stakeholders for joint decision-making.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Policy complementarity:<\/b><span style=\"font-weight: 400;\"> Ensuring national, regional, and local policies reinforce each other without duplicating effort or undermining objectives.<\/span>\u00a0<\/li><\/ul><p><span style=\"font-weight: 400;\">The central takeaway of the discussion was that the main obstacle to WEFE implementation is no longer a lack of understanding of resource interdependencies, but the limited capacity of governance systems to manage them. Siloed institutional operations, overlapping legal mandates, temporary coordination mechanisms, and insufficient financing continue to hinder progress. Furthermore, climate pressure and transboundary resource challenges highlight the necessity for shared data, trust-building, and multi-level governance.<\/span><\/p><h3>Main Policy Conclusions from the Workshop<\/h3><div><p><span style=\"font-weight: 400;\">Bringing together 16 EU-funded projects and 24 presentations, the workshop resulted in the resolution <\/span><i><span style=\"font-weight: 400;\">&#8220;Towards the WEFE Nexus Operationalization&#8221;<\/span><\/i><span style=\"font-weight: 400;\">. The key findings include:<\/span><\/p><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Integrated Policymaking:<\/b><span style=\"font-weight: 400;\"> Sectoral policymaking is no longer sufficient; decisions in water, energy, food, and ecosystems must be evaluated jointly.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Institutional Reform:<\/b><span style=\"font-weight: 400;\"> The primary barriers are institutional rather than technical, requiring formal cross-ministerial coordination and harmonized policy frameworks.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Embedding Assessment Tools:<\/b><span style=\"font-weight: 400;\"> Integrated decision-support systems, models, and indicators must be formally incorporated into public policy preparation and investment appraisals.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Valuing Co-Benefits:<\/b><span style=\"font-weight: 400;\"> Improved methodologies are needed to quantify cross-sectoral benefits and avoided costs to secure political and financial support.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Long-Term Financing:<\/b><span style=\"font-weight: 400;\"> Long-term environmental and agricultural transitions require financing mechanisms that extend beyond standard short-term pilot project cycles.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Permanent Governance &amp; Participation:<\/b><span style=\"font-weight: 400;\"> Stakeholder engagement should be institutionalized through permanent Living Labs, demonstration hubs, and communities of practice.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Adaptable Frameworks:<\/b><span style=\"font-weight: 400;\"> WEFE principles must be applied as adaptable governance frameworks tailored to specific Mediterranean institutional and socioeconomic conditions.<\/span><\/li><\/ol><p><span style=\"font-weight: 400;\">The resolution and recommendations will directly inform upcoming policy briefs and future WEFE planning across the region.<\/span><\/p><h3>About FrontAg Nexus<\/h3><p>FrontAg Nexus is a PRIMA-supported project working to address climate change, natural resource scarcity and food-security challenges in the Mediterranean through climate-smart and water-saving agricultural solutions.
