<\/span><\/i>FrontAg Nexus participated in the International Renewable Energy Congress (IRENEC 2026), contributing to a dedicated session on the Water\u2013Energy\u2013Food\u2013Ecosystem (WEFE) Nexus on 8 May 2026.<\/p><p data-pm-slice=\"1 1 []\">The session featured<span style=\"font-weight: 400;\">\u00a0<\/span><b>Prof. Gertrud Buchenrieder<\/b><span style=\"font-weight: 400;\">, from our project Coordinator, <a href=\"https:\/\/frontagnexus.eu\/meet-our-team\/university-of-the-bundeswehr-munich\/\" target=\"_blank\" rel=\"noopener\">Universit\u00e4t der Bundeswehr M\u00fcnchen (UniBwM)<\/a>, <\/span>alongside <b>Prof. Tanay S\u0131dk\u0131 Uyar<\/b><span style=\"font-weight: 400;\">, from <a href=\"https:\/\/frontagnexus.eu\/meet-our-team\/renewable-energy-association-eurosolar-turkiye\/\" target=\"_blank\" rel=\"noopener\">EUROSOLAR T\u00fcrkiye,<\/a>\u00a0<\/span>who presented the <a href=\"https:\/\/knowledge-hub.frontagnexus.eu\/demo-case\/frontier-agriculture-tasarasi-village-project\/\" target=\"_blank\" rel=\"noopener\">Frontier Agriculture Ta\u015faras\u0131 Village Project<\/a>.<\/p><p data-pm-slice=\"1 1 []\"><span style=\"font-weight: 400;\">Prof. Buchenrieder\u2019s presentation focused on overcoming institutional fragmentation and establishing enabling governance structures across non-EU PRIMA countries<\/span><\/p><h3>Key Policy and Governance Insights<\/h3><p data-pm-slice=\"1 1 []\">Discussions during the session addressed several challenges affecting integrated resource management and the policy responses needed to overcome them:<\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Overcoming Institutional Silos:<\/b><span style=\"font-weight: 400;\"> Water, energy, agriculture, and ecosystem policies are frequently developed in isolated institutional \u201csilos,\u201d resulting in fragmented legislation and conflicting policy objectives.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthening Coordination:<\/b><span style=\"font-weight: 400;\"> Cooperation remains weak both horizontally, among ministries handling water, energy, agriculture, and environment, and vertically between national, regional, and local authorities.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Defining Mandates and Budgets:<\/b><span style=\"font-weight: 400;\"> Cross-sector responsibilities are often overlapping or unclear, compounded by a lack of formal coordination mandates, joint budgets, and enforcement mechanisms.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Science\u2013Policy &amp; Data Sharing:<\/b><span style=\"font-weight: 400;\"> Insufficient data sharing, limited common information infrastructure, and a weak science\u2013policy interface hinder evidence-based decision-making.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Managing Policy Trade-offs:<\/b><span style=\"font-weight: 400;\"> A concrete trade-off was highlighted: inexpensive solar electricity lowers groundwater pumping costs, but without coordinated water management policies, it risks driving over-extraction and groundwater depletion.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Financial Instruments:<\/b><span style=\"font-weight: 400;\"> Appropriate green and blended-finance mechanisms are urgently needed to fund practical WEFE Nexus implementation.<\/span><\/li><\/ul><div><h3><b>Country Case Studies &amp; Policy Responses<\/b><\/h3><p data-pm-slice=\"1 1 []\">The session also highlighted different approaches to WEFE governance across the Mediterranean, with examples from T\u00fcrkiye and Jordan:<\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><b>T\u00fcrkiye\u2019s Policy Landscape:<\/b><span style=\"font-weight: 400;\"> Recognized for robust strategies spanning water efficiency, climate adaptation, energy efficiency, agricultural drought, biodiversity, and ecosystem restoration. However, these strategies require deeper integration, improved national-to-local coordination, and harmonized implementation.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><b>Jordan\u2019s Institutional Model:<\/b><span style=\"font-weight: 400;\"> Jordan\u2019s national WEFE council, supported by dedicated technical and steering committees, was presented as a model of a highly institutionalized and structured approach to nexus governance.<\/span><\/li><\/ul><h3 data-pm-slice=\"1 1 []\">From Policy Challenges to Practical Action<\/h3><p data-pm-slice=\"1 1 []\">The discussions emphasised several priorities for strengthening WEFE governance:<\/p><ol><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Harmonizing cross-sectoral legislation.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Establishing formal mandates and shared budgets for institutional coordination.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Improving data transparency, reporting, and common information infrastructure.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthening science\u2013policy cooperation.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Connecting local communities and training initiatives directly with decision-making processes.<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Developing cross-scale and cross-border governance structures.<\/span><\/li><\/ol><p data-pm-slice=\"1 1 []\">\u00a0<\/p><p data-pm-slice=\"1 1 []\">Overall, the session highlighted the importance of approaching the WEFE Nexus as a flexible governance framework rather than a uniform technical solution.
