Operationalization of the WEFE Nexus: Key Insights and Policy Recommendations from the Online Workshop

The online workshop on WEFE Nexus Solutions & Tools, held on 4 March 2026, brought together international experts, policy stakeholders, researchers, and project partners to discuss the practical implementation of the Water-Energy-Food-Ecosystems (WEFE) Nexus. The event served as a collaborative platform to exchange experiences, present analytical frameworks, and draw actionable policy conclusions.

WEFE Governance Dimensions and Current Challenges

During her presentation, Prof. Gertrud Buchenrieder, from our project Coordinator, Universität der Bundeswehr München (UniBwM), examined WEFE governance through three primary policy dimensions:

  • Policy coherence: Assessing whether water, energy, food, and ecosystem policies support common objectives rather than creating contradictions or unintended trade-offs.
  • Policy coordination: Establishing durable mechanisms among ministries, public authorities, researchers, and stakeholders for joint decision-making.
  • Policy complementarity: Ensuring national, regional, and local policies reinforce each other without duplicating effort or undermining objectives. 

The central takeaway of the discussion was that the main obstacle to WEFE implementation is no longer a lack of understanding of resource interdependencies, but the limited capacity of governance systems to manage them. Siloed institutional operations, overlapping legal mandates, temporary coordination mechanisms, and insufficient financing continue to hinder progress. Furthermore, climate pressure and transboundary resource challenges highlight the necessity for shared data, trust-building, and multi-level governance.

Main Policy Conclusions from the Workshop

Bringing together 16 EU-funded projects and 24 presentations, the workshop resulted in the resolution “Towards the WEFE Nexus Operationalization”. The key findings include:

  1. Integrated Policymaking: Sectoral policymaking is no longer sufficient; decisions in water, energy, food, and ecosystems must be evaluated jointly.
  2. Institutional Reform: The primary barriers are institutional rather than technical, requiring formal cross-ministerial coordination and harmonized policy frameworks.
  3. Embedding Assessment Tools: Integrated decision-support systems, models, and indicators must be formally incorporated into public policy preparation and investment appraisals.
  4. Valuing Co-Benefits: Improved methodologies are needed to quantify cross-sectoral benefits and avoided costs to secure political and financial support.
  5. Long-Term Financing: Long-term environmental and agricultural transitions require financing mechanisms that extend beyond standard short-term pilot project cycles.
  6. Permanent Governance & Participation: Stakeholder engagement should be institutionalized through permanent Living Labs, demonstration hubs, and communities of practice.
  7. Adaptable Frameworks: WEFE principles must be applied as adaptable governance frameworks tailored to specific Mediterranean institutional and socioeconomic conditions.

The resolution and recommendations will directly inform upcoming policy briefs and future WEFE planning across the region.
